National Harbor is the county's newest waterfront district — a Peterson Companies development on the Potomac that broke ground in 2004 and opened with the Gaylord National in 2008. It's almost entirely new condos, hotels and mixed-use, which is a different HVAC world than a 1960s subdivision.
